Spatial Analyst is an extension for ArcGIS that includes tools for raster-based (cell-based) spatial modeling and analysis.

Note: Geographically Weighted Regression (GWR) was introduced with ArcGIS 9.3 and is available in the Spatial Statistics Toolbox with ArcInfo, ArcGIS Spatial Analyst, or ArcGIS Geostatistical Analyst.
